Availability of skilled manpower, state-of-the-art production,
testing and, quality control facilities, and appropriate
means for delivery of products are critical areas of concern
for promotion and growth of exports. TDAP has been paying
due attention towards strengthening and development of
infrastructure for the export sector. Efforts of the TDAP
in this sphere are financed mainly through the Export
Development Fund (EDF) and are being undertaken in close
collaboration with the trade and industry. |

TDAP has undertaken infrastructure strengthening and
support activities for the export sector through the following
initiatives: |

Establishment and support of manpower training
and development institutes for improving technical,
financial, manufacturing process, production, management,
marketing and general skills. |

Establishment of common facilities for production,
testing, quality control, and R&D services. |
 |
Assistance to industry in achieving production
under environment-friendly conditions. |
 |
Support to industry in occupational, quality
management and logistical issues. |
 |
Social compliance by exporters/producers. |

Pursuing the above-mentioned objectives, TDAP has so
far financed establishment of twenty-four manpower development
institutes all over Pakistan. In addition, three pollution
control projects and two laboratories have also been financed.
Geographical break-up of various types of TDAP financed
infrastructure strengthening projects is presented in
the following table. Total investment in these projects
so far is Rs. 2.058 billion. |

In all these cases, concerned trade and industry associations
have gone hand in hand with the TDAP in identification,
formulation and implementation of the projects. Most of
the projects are complete and are serving the export industries.
Independent managing bodies comprising members from respective
trade associations and technocrats are managing these
projects. This institutional arrangement has been adopted
to ensure that the projects are run on professional lines
while maintaining a very close linkage with the industry
to optimally meet requirements of the target group and
remain receptive to changing needs of the industry.
Training and development projects of the TDAP are serving
almost all important export sectors. Textile being the
largest export earner enjoys the biggest share. Sector
and area -wise distribution of TDAP's projects is presented
